This paper aims to discuss the implementation of the ‘pilot exercise’ on ‘Benchmarking, Mapping of Excellence and Co-ordination of National Policies’. Political background for this exercise is the development towards a European knowledge society (see Lisbon summit in March 2000). In order to reach this objective, major hurdles have to be removed, some of them directly linked with the research and innovation systems of the member states (e.g. low RTD investments; EU brain drain; relatively low S&T productivity in terms of innovative products and processes).

In front of this background, the mapping of excellence exercise aimed to identify and benchmark outstanding European expertise in selected (sub-)disciplines regarding ‘life sciences’, ‘nano-technologies’ and ‘economics’. Austria could identify experts in all three areas ready to participate in this exercise. Moreover, location of centres of excellence (CoE) in these three areas in Austria, Europe and on global level could be mapped. In the field of ‘life sciences’ a strong orientation towards CoEs in Germany, Switzerland, France, Japan and the USA can be observed. From the side of the Candidate Countries nly the Medical Academy in Lodz (Department of Oncology) was recorded in the sub-discipline ‘neurosciences’. Regarding nano-technologies a similar pattern evolved. The recording of CoEs in the Candidate Countries remained rather exceptional too (e.g. Institute of Physics of the Polish Academy of Sciences or Institute of Condensed Matter Physics of the Masaryk University in Brno). No records from this exercise are yet available with respect to ‘economics’.
